Tourism Uncertainty Indexes

We are pleased to host the Tourism Uncertainty Index (TUI), created by Ongan et al. (2026) in their article titled "Measuring Tourism Uncertainty", introducing a first tourism-specific uncertainty indicator and published in the SSCI-indexed journal Sustainable Development.
The authors construct monthly TUI for 43 countries from 2002 using a Context Window (CW) methodology based on large-scale textual analysis of country-level reports and international information sources. First, tourism-related and uncertainty-related keywords are identified from the textual datasets. Second, the CW methodology is applied to detect the co-occurrence of tourism and uncertainty terms within a predefined textual window to capture tourism-related uncertainty dynamics. The country-level indices are then aggregated into quarterly and annual frequencies. Finally, the authors compute Global TUI indices in two forms as Global-equal-weighted and Global-GDP-weighted means of country-level TUI indices. The values are scaled (normalized) to ensure consistency and comparability across countries and over time.
